A Quarter Century in Multifamily Management

Terrance began his multifamily career 25 Years ago in the public sector at Boulder Housing Partners in Boulder, CO. After Graduate School, he moved to the Bay Area in CA and worked as a District Housing Manager for Contra Costa County Housing Authority. His move to the private sector began in 2005 as the Multi-family Asset Manager for a large property management firm in the Portland, OR metro area. In 2008, Terrance founded 4 Elements Property Management, LLC and began establishing a presence in Oregon and Washington. With a focus on operational efficiency and investment analysis, Terrance has guided local multifamily properties through troughs and crests of the apartment market; working diligently to re-position properties for client exchanges and portfolio growth. His eye for detail, coupled with a mind for mapping the future, Terrance looks for opportunities to maximize investments for his clients.

With fourteen years of experience in real estate investing and property management, he brings a deep understanding of both tenant relations and asset performance. His background in engineering allows him to approach operations with analytical rigor, while his hospitality roots ensure a responsive, people-first management style. Justin is committed to protecting owner investments through proactive maintenance, clear communication, tenant retention, and strategic oversight. Off the clock, Justin enjoys spending time at home with his two cats, traveling both locally and internationally, discovering standout restaurants, and staying active through biking, snowboarding, golf, and kayaking.

Her ability to prioritize property needs, coordinate vendor communications, and support residents makes her indispensable. Patty’s consistency and organizational strength helps ensure that administrative processes run smoothly, keeping properties compliant and the team informed. In her free time, she enjoys spending quiet moments with her husband and dogs; enjoying all that the Pacific NW has to offer.

Tom is a seasoned contractor with decades of experience in residential construction and renovation. Serving as our lead turnover specialist in Washington, he ensures that units are refreshed and market-ready with speed and precision. His technical expertise and attention to detail help preserve structural integrity and curb appeal, minimizing downtime and maximizing return on investment. Outside of work, Tom enjoys relaxing on the golf course. He is also an accomplished Singer/Songwriter and Guitarist.

Known for his calm demeanor and reliability, Billy is a trusted presence on site. When he’s off the clock, he enjoys spending time with his kids, kayaking, fishing, and camping.
